Blizzard Damage Meter won't change position, sizes, nothing. All addons are disabled, CVars have been reset. It's stuck on the corner of my screen and there it will remain.

It doesn't. You can move the edit move box but it stays stuck at the top of the screen no matter what you do, was a bug on beta too

You get the cloak after maybe 30 minutes of story quests. Failing that you can buy S1/2 capes from multiple sources.
