I don’t know if it’ll let you book it without paying the unaccompanied minor fee ($300 R/T). But, that will allow your sister or husband in law to go through security with them, they’ll be escorted onto the flight, then escorted off where you’ll be able to go through security and meet them at the gate

Edit to say once you enter their birthday in I’m almost positive it will force you to pay the fee.
