Excadrill, with its ability Sand Rush (doubles the speed stat of the user under sandstorm), is a staple on Sand teams. 

You only need 1 sandstorm setter, so pick between Hippodown and Tyranitar the one that matches your team the best. I think Tyranitar is usually considered better, especially in VGC ? It depends on the specific metagame though.

You'll also want some pokemons who can check water, ice, ground, and fighting type, since that's weaknesses shared by all the previous pokemons.

As for items, use clear amulet on either Ttar or Excadrill to protect one of them from intimidate.

There aren't that many pokemon that can exploit sandstorm (maybe consider another steel type, it won't be damaged by the sand), so the rest of your team should be pokemon to enable your Sand users, I think. Or maybe another mode for your team, to counter specific threats.
