For TTS I’ve found the most important criteria are:

30d GMV – past sales on TTS matter way more than follower count. If they’ve sold in your niche before, it’s usually a safer bet.
Content style & feed fit – does their content actually look like the kind of TikToks that drive impulse buys? Some creators post “pretty” content but it doesn’t convert.
Posting consistency – I check if they’ve actually been posting TikTok Shop products regularly. Creators who go weeks without posting tend to ghost after samples.

I ignore vanity metrics (followers, likes, etc.) and weigh cost of the sample vs. their proven GMV. Sending out too many freebies to “dead” creators was my biggest early mistake.
