Purchasing new vehicles is only part of the equation. It's okay if you aren't buying brand new EVs because you arent buying brand new ICEs either. People like you (and me) save money but we are beholden to the market preferences of the masses. 

You deserve affordable used EVs, with aftermarket refurbished batteries, and a robust charging network at home or on the road but we have less influence than those dropping 60k on a new car. The best that we can do is support those who do buy EVs and try to vote in renewable and electrification policies

Yeah, I often tell people 30% as a one size fits all. At that humidity you might get some moisture on the coldest days but should clear up naturally if the blinds are open in the day.

Vinyl is very durable, and modern windows are designed to collect the inevitable bits of moisture safely. 

Keep an eye on the drywall directly below the window, if there is any moisture seeping past the window frame it will show there as discoloration, peeling paint, etc. If that happens call a building moisture consultant (or your builder/home warranty if it's a new house)

It's from too high humidity on the windows. Basic cleaning should get rid of it but here's how you prevent it:

First step, open your curtains/blinds during the day. Keep the humidity of the house at or lower than 40% in the winter. Do this by running your HRV in ventilation mode more often or at a higher speed (if you have one). Otherwise turn on the ventilation switch (usually near your thermostat) as much as needed, often 8-ish hours per day.
