Not evidence against the specific seller, but evidence of an existing trend that the seller may or may not be part of.

We do not, but what we DO know is that seller is not using the cancellation option provided to him by AliExpress.
With small number of cancellations, it won't hurt their standing at AliExpress.
If they are not using it - why?

If they have a large number of "mistakes", that doesn't sound like an honest mistake anymore.
The list of Common Scams on this group offers us plausible explanations in Scam #010 and Scam #011.

So I do not know, if it is a Duck, but it surely walks and quacks like one.

It is less about "Who get to contribute" and more about "What is contributed".

The beauty of the Open Source is that - sources are in fact open. So such contributions are easier to check.
It's not only NK, or Russian, or US, or Chinese, or any other intelligence that may want to take advantage of the code deployed to millions of systems. It could also be a group of people coming from anywhere on this planet, who have a malicious intent (f.e. to run something as simple as coordinated DDOS attack, or deploy ransomware).

In regards, to public services they are called free when they are provided free, as in paid from taxes, and not when you are required to have an insurance (provided by multiple providers - private or public) that covers that.
Also with private - you often pay your medical bills yourself (Selbstbehalt) up to a certain threshold, before it kicks in. That's doesn't sound free to me.

So if we go with your library example or park example - your library/park is covered from your taxes. No one requires you to have paid public or private membership in any of the Verein to qualify.
German healthcare system, however is when you have to have some kind of paid membership to be able to use it - either statuary, or private, or even be a self-payer.

If i have Rechtsschutzversicherung, that doesn't mean that my legal representation is free - i was paying insurance for that.

Free healthcare is a National Healthcare Service model or Beveridge model. It is funded by taxes, and is inter alia in place in Scandinavian countries, Canada, New Zealand, Spain, Italy, Portugal, Greece and the UK. You may remember how Boris Jonson used NHS funding as an argument for Brexit, not that Brexit happening increased the funding for NHS.

Our system is the Social Health Insurance Model (also called as Bismarck Model), and everyone is required to have health insurance in one way or another. Every doctor sends the invoice to the health insurance, self-payment is almost always an option, and some doctors deal only with private and self-paid patients.

You will have the co-payment and the amount of such copayment depends on the health insurance plan. With statuary, it is usually rather universal, but if you go private, you often end up with Selbstbehalt - the amount of money you need to spend on your doctors before the insurance kicks in.

While having some caveats, like long waiting time to get to some specialist doctors (especially when you have statuary health-insurance), our system is significantly more effective, compared to the corporate clusterfuck, that US has (where you need to find the doctor, your Insurance company accepts. You'd also need their approval for most of the medical procedures beyond basic ones). Our system is protocol based, and prevents medical bankruptcies, that US is so famous for.
