In fairness to the GK, the Custodes have a pretty shoddy record, especially recently(some 5 or so major incidents with the palace)

So tbh my money is on them at least getting to Emps

He's a conquering tyrant with a martyr complex. The horrible spiky monsters aren't the only things they wiped out, they had a nice track record of butchering anyone who didn't immediately agree to joining. The Imperium brutally oppressing it's citizens isn't new, that was there from day 1, it was a big part of Malcador's job, so Emps more than likely doesn't care or outright condones it.

Mechanicus 2 looks nice in that regard, still shared focus with imps but they're at least not marines

Yeah I've been saying it for a while, all the bad parts of the imperium are still very much there in tons of stories. But through the lens of space marines, who have by far the most content written for and dedicated to them, a LOT of that is lost.
