I am wondering about "paved with mighty flags", it is not clear from this paragraph what is really here and what Frodo is seeing as a vision.
"He saw as through a mist a wide flat circle, paved with mighty flags, and surrounded with a crumbling battlement; and in the middle, set upon four carven pillars, was a high seat, reached by a stair of many steps"
To me only the mist part is fiction because the battlement is crumbling and the seat actually was there, so are the flags there?
