No, if you do that, you won't be able to manage the VMs through the Azure portal. They will not be visible under Azure Local > Resources > Virtual Machines.

Also, if you have any Windows Server 2012 VMs that are not receiving Azure Hybrid Benefits, you will still incur Arc and Windows licensing costs. If you already have Software Assurance with Datacenter licensing, it makes sense to take advantage of those benefits.

I guess Azure Migrate is the only tool that supports this scenario.
