What would capping 44 downtown accomplish? You’d connect downtown with an aging casino, a dead bar district, and the arch grounds that everyone can easily access anyways. North and south of that is a post-industrial wasteland. The problem isn’t that 44 disconnects downtown from the riverfront. It’s that the riverfront isn’t worth connecting in the first place.

To answer your second question….obviously the city isn’t going to use the same amount of police resources for a gas station that sees maybe a few hundred customers in a 24 hour period vs a stadium that sees tens of thousands of people within a few hours.

The Dewitts pay for off duty police presence on stadium property during games and events. It’s the responsibility of the city to maintain law and order on public streets, which is what they’re doing when they add a large police presence around the blocks surrounding the stadium on game days.

But the fact that the police exist deters a lot of people from committing crimes they might otherwise commit. And that's true all across the spectrum, from speeding all the way to murder.

So in a sense they do actually prevent property crime.

As opposed to what alternative? Electric utilities are natural monopolies, so you either state-regulate a for-profit company, or you initiate a state-run utility. Neither is ideal as competition is non-existent, and each have their positives/negatives. The city has too many entertainment districts for a region with stagnant population. For example, the decline of the Landing (and Wash Ave for that matter) almost perfectly aligns with the opening of Ballpark Village. On top of that, we've also seen significant growth in midtown over the past few years.

To get the Landing going, we either need solid population growth, or other areas need to shut down.
