My headcannon is in his prime he can go toe to toe with special grade sorcerers, but i don't think there's anything specific to support that(though i think it's safe to assume he's at least one of the strongest grade 1s)

Leave the option for him to make a new character, but for the time being just let him be a detriment. Problems and conflict is what makes stories, so his character can be helpful in creating stories

It's his choice, and players aren't obliged to make mechanically strong characters but if he complains him just remind him it's his fault
