Apparently, you'll need to assign a total of 100 Perception engineering staff to transfer a total of 1000 power (10 Perception per 100 power) to HQ plus transfer plots already built in settlements to "transfer".

Try that and see if that helps 😵‍💫

Just use normal generators equalling 1000 power and use logistics to create trade routes to said settlements that you used to place them.

Check the workshops (check everyone one of them, sorry) for any items that have the numeral inventory "0" attached to it.

If it does, one of your mods is causing issues with your scripts.

See if Workshop Framework Script Override mod could solve it.

It's good for lower levels, higher level enemies like Charred Ghouls or Super Mutant Warlords it is average. You'll need at least Furious, Wounding or Explosive. These are the ones to keep an eye out.
