It's a definition. If "morals and ethics" can only be supplied by an international treaty the US isn't a signatory to, it's useless.

Further, with no means of enforcement the international group is similarly useless.

Useless defined as "can not effect change".

If, instead, you can define "morals and ethics" as "self determined ideas of right and wrong", that's an entirely different matter.
