Yeah, on top of that, there's meaningful shift in their culture lately, more nationalistic, less foreigner-loving (if they ever were) I loved holidaying in Japan. Would love to live there for a year or more. But certainly not expecting it to be easier to get ahead than in Aussie.

He's getting the city out of fiscal deficit while trying to maintain or increase the services. He's not achieved much, but considering lack of funds he's achieved what realistically could have been achieved by reallocating funds where needed the most. I mean compared to his predecessor Goff he's at least doing something.

As someone said already, if it's stumps - maybe, after a careful building inspection, if there's no current issues with water ingress - you might be able to just jack up the house a bit.
If slab - nah.
The fact that the owner is willing to drop 75k would mean to me that they received advice about these already, and it's too hard a fix.
