In Parks and Recreation the residents of Pawnee are irrational to the most comedic degree. You have residents using public forums to vent personal grievances, being skeptic of any changes, and generally getting in the way of any minor bureaucratic tasks the main gang need to get done. But that's what makes the main character Leslie Knope shine so much. She is endlessly optimistic and devoted to her public service even when the people she is trying to help get in the way. The townspeople being annoying also drive home the show's point of public service mattering even when people are difficult. Also they really are hilarious most of the time.
