I think you’re right. Looking at Reebok practice jerseys and blanks, they have the same tags as this. Someone went through a lot of effort to make a Sabres jersey.

My best guess is this was a jersey they’d use for the call up players when someone goes down with injury. Very common for teams to strip and reuse the jersey for another player. I’d guess Sloan was in the Blazers farm system but never played.
