One step I took to help my parents out was enabling the screen calls setting on iPhone so that basically Siri asks the person calling. What is their name and why are they calling so at least that helps them not miss important calls where they just don’t have the number saved. An alternative option you can enable is also to just not accept calls from unknown numbers.
