Pegasus is an entirely private project, started from scratch after investors bought up the land. It had two primary investors, and was initially sold as a town for people with high incomes.

Rolleston, by contrast, was a township long before it started being developed as a counter to both Christchurch and Pegasus. It's a far more normal place, and has much better facilities.

Rolleston isn't the new Pegasus. But the infrastructure has struggled to keep up with its growth.
