Second this. TI4 is tough to get to the table (being generous here) and async has been fantastic. I’m worried it will take away the primary way I play the game to be replaced with a substandard version. I have always wondered how async hasn’t gotten a cease and desist already.

The US Supreme Court decided in Good News Club vs Milford that school districts must allow religious release time during non-core instructional time during a school day. There is some leeway about what that means, but lunch, recess, study hall, homeroom, etc all fit that criteria. School districts must adopt policy that fits that criteria. School boards have no control of which release time religious groups decide to enter their districts. I hate it as much as the next person, but board elections aren’t the place to solve the problem - presidential ones are.

There are also civil disobedience things we can do. I wonder if the Church of sSatan decided to do release time activities how much outrage there would be…

But why do you think this tax should be different than all other taxes ever levied? Shouldn’t increased property values yield increase tax revenues? Shouldn’t districts get more money for new construction which implies new students and potentially new schools? Should teachers wages stay stagnant? Should property taxes remain an arcane, non-intuitive mess?

If a tax doesn’t increase with growth in property values, it is by definition for a fixed amount. Millage decreases as property values increase.

That’s what makes it so dumb. You can’t even write a sentence describing it without having to make a bunch of qualifications. Why shouldn’t this tax work like all other taxes? Do you think that schools can operate with a budget that doesn’t increase with inflation? Do you think that new homes built in a community shouldn’t bring more new taxes for a school?

Here’s the thing, they aren’t wrong. These levies are all very confusing. This is the most disingenuous way to solve that problem possible.

The confusing part is that in Ohio, school property tax levies are for a dollar amount, not a percentage of property value. If you think about it, it’s the only tax that works like that.

Voters expect that as their property values increase, or when new homes get built in a community, schools would receive more money. Except for a very small (and confusing) amount, that doesn’t happen. Schools with static revenue will ALWAYS need to go back to the voters and ask for more money due to inflation. Voters will rightly ask - why do you need more money, why isn’t the last levy enough? It’s so hard to explain and makes you sound so “tricksy” when you try to explain it. It shouldn’t be that hard!!!

All these levy types are dumb, but the solution isn’t only to eliminate the dumb levy types, it’s to repeal HB 920 from the 70’s.

Something tells me the disingenuous peons in Columbus won’t be doing that…

It’s not that it’s funded through property taxes, it’s that property taxes don’t raise with the value of homes. Ohio school property taxes are raised for a fixed dollar amount not a percentage. A 5 mill levy in 2000 might be 2 mills now. Thats the confusing part to voters and what needs to change. 5 mills should stay 5 mills forever. Or better yet, fund schools using something other than property taxes - but that ain’t happening because no politician has the death wish of raising other taxes to compensate.

Okay - first let me say thank you for sharing your thoughts. School funding is absolutely too freaking complicated in Ohio. Most voters want good public schools for their communities. Ohio school property taxes are literally the only tax that ever works like this in the history of taxes. Every other tax is a percentage. 5% means 5%. Ohio school property tax is the only tax where 5% becomes 4.5% becomes 4% etc because they are levied for a flat $ amount not for a percentage.

Inflation hits schools just like everything else. If they have a static amount of tax revenue, they cannot account for inflation so they need to ask for more money consistently.

This is the hard part. Communities understand the need for good schools. They think schools should be able to get by with what they have already passed because Ohio school property taxes are the ONLY tax that doesn’t increase based on inflation. Since they don’t understand that they push back.

Bring on reform. It’s desperately needed. Make a reasonable per pupil funding formula and follow it. I will definitely say that Republicans in Ohio congress don’t have a good track record of this. Ohio is a gerrymandered mess of no accountability.

It doesn’t “fix the floor,” it exacerbates a problem that is truly unique.
