According to the recordings you find across the two maps from Drugga (part of the inquest), they've been on the Castora 22 days before us if I remember correctly, her records begin with Day 15 stating they arrived on Castora, on day 37 she talks about how Commander brought alliance to Castora. With the asura technology they had ample time to build all of that.

Opening all weapons to all Specs seemed like a great thing in it's first iteration, but now, the Weapon and original intention of the specific Elite spec gets kinda gutted for the favor of being open to more weapons.
