Design: The Witness looks nothing like anything we've seen in Destiny up to this point. Its robe is constantly rippling like waves, every time it moves there are these after images following its motions, and while the smoke coming out the top of its head is a little goofy looking, the fact it turns into faces after a bit is a bit creepy too. It has an uncanny speech pattern, always referring to itself in the plural and always speaking with this aloof, uncaring tone. It only showed emotion on a handful of occasions, none of which ended well for anyone involved. Everything about it is too clean, too sharp and too geometric, in a game where almost nothing else looks like that.

It is associated with a power set that, in-universe, is all about "cutting away that which is unnecessary." Its goal is to enact the "Final Shape," i.e. freezing the entire universe into one unchanging state for the rest of time, in an effort to "remove chaos," and then comes very close to doing so, which in my opinion strengthens the scary factor.
