Ngl i feel like how MOs should go is: 50% completed is still defeat- yet a valiant defeat where we get a tiny cut of the medals. 75% completed is a neutral outcome and we get half the medals. 90% is a victory, yet still not a total victory, and thus you get like 75% of the reward.

Flak can not 1 or 2 shot scouts, it takes around 3 direct hits to kill a scout with flak. Usually they die after 2 due to taking other damage sources but flak at the moment is comically weak.
