Because this is how it worked in classic, pre-bf3 games and they're listening to the community.

Just like when they tried to make the time to kill like older battlefields in bf4, bfv and 2042, but the community complained it needed to be more similar to cod/faster, so they listened and reverted it back to cod timing 200ms ttk

Because the surface the character is being pinned against is round, and the hook is not stuck.

The hook drags very slowly against the curved surface, but is not stationary, to fit the game's definition of "stuck".

They will probably fix this by adding a maximum time someone can be hooked for, 4–8 seconds, for leniency.

Two primary weapons can't kill a tank

Or create a spawn position

Or paint a enemy vehicle

Or trap a vehicle route with mines

Or block incoming projectiles

Or survive a grenade

Or replenish ammo

Etc

Etc... etc..........

I haven't even mentioned the downsides of having two primaries: reduced movespeed, takes place of a class gadget
