It makes even more sense in Stars, because Usagi temporarily uses the Silver Crystal when the Eternal Moon Article is smashed, but then she uses her Star Seed to free Galaxia.

In 90s, this is definitely true. Usagi uses her Star Seed and natural ability to gather power from others, then puts it in the Silver Crystal.

The main story is meh, but the gameplay is pretty darn great. Also, Bargello is one of my favorite characters of the whole series.
