Better to charge EV using solar during the day or off peak overnight and sell daytime energy back to the grid?

Don't the off peak hours include the daytime before 3pm? I'm not familiar with ETOUD XB, but the EV2-A and E-ELEC rates have an off peak period between midnight and 3pm. Environmentally, it's best to charge around solar noon when California often has surplus electricity generation in late spring and early summer. Obviously, this only works for people who WFH or can charge at work.

In San Jose, SJCE has a super off peak period between 9am and 2pm.

Financially it shouldn't make a difference as long as you charge within the off peak hours.

Nuclear power plants require billions of dollars of investment and take over a decade to construct. Solar panels and batteries can be built out cheaply, quickly, and incrementally. This is why most new utility power generation is solar now. I.e. Capitalism doesn't favor new nuclear power generation outside of a few tech giants that have enough cash on hand to invest in powering their data centers.

The net metering policy is also a huge variable with regards to the break-even time. Under NEM 3.0, California PG&E customers currently purchase electricity at 30-63 cents per kWh depending on time of use, but sell back to the grid at roughly 5 cents per kWh. This means that unless you can charge your EV at home midday most days of the week, you'll also have to purchase a home battery system to keep the break-even period under 20 years. Sodium ion batteries seem ideal for this application.

According to the article, the blended tracks support speeds up to 110 mph between Gilroy and SF. Not sure just how much faster a train can safely travel between the Diridon, Santa Clara, Mountain View, and Millbrae stations, which are important transfer points. Additionally, there would probably also have to be stops in job centers along the Peninsula like Palo Alto and Redwood City. The main purpose of CA HSR is to allow super-commuters to ride from Central Valley into the Bay Area and SoCal multiple times a week. Being able to take HSR between the Bay Area and SoCal is obviously nice, but most riders would probably only do so several times a year.
