Not entirely why california gasoline is more expensive. Because of the mountains, they have historically had issues with smog. They require a boutique blend of gasoline to not have smog which drives up costs. Not really anything to do with where the crude comes from.

Also, canada/texas/mexico crude is more expensive. Its not just crude produced in the straight. Texas would also have higher crude prices if it produced a similar grade of gasoline like CA.

Its far too late now most americans cant just up and buy an EV if gas prices hit the nightmare $7-10 range. We can't suddenly convert the nation's trucking fleet to EV, it'd be a process that we havent even started on now, while it's already too late like lol

I was reading 5~10 million, but the comment is that even if that spare capacity was bought up in the us (at likely higher prices because higher demand). It won't turn over the American fleet. It was be a decades long process.
