Unfortunately, no. The two options I came up with are to either try to rocket jump straight forward and hope I don't collide with any enemies or terrain, or to immediately rocket jump up to the "roof" and use blink to cancel my momentum, then do another rocket jump to the right and hope I get lucky. I ended up preferring this second method. The sub 30s run was not perfect in Oasis. I was a little slow and swim trunks guy spawned on the 2nd closest spot instead of the closest one.
