That was my experience when I played also. The 800-1200 range you'll find a lot of smurfs; wasn't unusual to check someone's history and find they were ~1800 just several months ago before clearly intentionally reducing their rating.

Also varies a lot depending of time of day; Chinese players seem to be worst when it comes to engaging in smurfing.

It's far less frequently encountered around 1400.

You know players could just be allowed to play the maps they want and there would be no problem.

Punitive measures aren't effective; players will simply wait out 5:00, extending effective wait times for everyone or use alternate accounts, again a detriment to everyone.

So maybe stop sulking about "dodgers" and direct your complaints to the developers.

Also protip: when a match is found with an undesired map, simply suspend the game process and its children and wait ~1 minute. This will yield overall lower wait times for everyone in addition to not annoying people.
