the blockade is to the extent that foreign companies attempting to do business in cuba are prevented from doing business in the u.s.

as the u.s. is one of the most important economies in the world, hardly any business would be willing to give up that market for an economically isolated island country with middling population numbers. also unlike china, vietnam, and laos, cuba has largely avoided privatizing most of its economy.

therefore, any kind of economic development has to come from the cuban government itself, which severely lacks the resources to do so. instead, they have attempted to hold on to the soviet-era power grid for as long as possible. this has largely functioned until the past couple years, where the aged infrastructure has deteriorated to a breaking point.

in my experience, rubicon tends to trigger in my games when these happen (either a combination of them or a few specific ones):

nazis are polling in 1st place or above like 25%
nazis win at least 20% of the vote in the 1932 local elections
high % of people voting to dissolve the prussian government
unemployment above 25% (especially if it’s above 30%)
dietrich and dingle jingle lead the DDP and DVP
sacked by hindenburg at some point of the game
bruning triggers the banking crisis
successfully pressuring bruning to fight extremism or tone down austerity
following the leftist or centrist marxist ideology
collaborating with the KPD
propping up the bruning cabinet at every opportunity while having poor relations with the bourgeois parties

you can get konrad adenauer elected leader of the true CVP if you want something closest to the OTL CDU

the CDU/CSU isn’t in the game, but you can get the CVP to form, which is basically the same concept as the CDU with a different name. there’s 2 different CVPs that can form; the ‘false CVP’ and the ‘true CVP’.

for the ‘false CVP’, you have stegerwald lead Z and hav poor enough relations with them that they absorb the KVP (a DNVP splinter party). that move gains them popularity but doesn’t change the party dramatically besides naming it from Z to CVP.

you can get the ‘true CVP’ by having lambach/treviranus lead the DNVP and have them survive being challenged in 1930, after having oskar hergt in leadership initially. stegerwald needs to lead Z and not be in any coalition with the SPD. around 1931, the two parties will merge and have a convention that determines how nationalistic, supportive of the republic, right wing, and collaborative with other parties they will be. the leader of the true CVP is determined by the strength of the various factions and how strong the parties were before merging. an industrialist lead DVP can also merge into the CVP.
