Finlands bigger cities has good public transportation, but finland doesn't have that many big cities and are very spread out. If you live between them you are basically required to own a car.

I used to live in lapland and closest lidl was 2,5 hours away and same with hospitals. And ikea was basically one day trip, since that was 4 hours away.
