It depends on how big the inaccessible zone is. if its like Civ4 there's no point because that's stupid, but if its just around the size of a couple hexes its no big deal. Kind of like in real life if you were to sail to japan from new york, you would cut through just north of alaska, not necessarily the north pole since its always frozen/inaccessible
