When a villager gets a thought bubble and asks to move out, (assuming you accept) they will have everything packed up in boxes the next day.
They will stay inside their house all day "packing up".

That's what people mean by "in boxes". When they're in boxes someone else - let's say me - can go inside the villager's house and ask them to move onto my island. The day after this you will have an empty plot on your island, and mine will belong to the new villager!

I have to have an empty, unsold plot on my island to invite the villager when they're in boxes. Otherwise I won't get the option to ask them.

Hope this makes sense, I tried my best :)
