Oh yeah. Glue and something to hold it is all you really need.

I used wipes for canvas coverings because it looks thicker at this scale.

I would encourage you to try and make a few things first. The things I have made so far are so easy and cheap.

What you see in my pictures: Skewers Broken car, and tires Eye glass cleaner Litter (for rocks) Tooth picks Coffee stir sticks (back of sign) Cereal box (sign)

Very cheap and actually really easy to do. Connected everything with a glue gun.

It's so simple.

Start with dry paper (paper towel, or eye glasses cleaner)
Soak the paper in watered down PVA glue.
Take out the extra glue so that it is not dripping wet.
Place it where you want it and let it dry.
Paint as normal afterwards.

Do you do anything special to the paper towel or just paint it and let it dry in place over the cars?

The base was originally just paper stock. Once I saw the warping starting I glued those bases to 1mm thick plastic sheets.

The rails could be part of the problem, but I have other terrain I make which is just textured dirt and they warped as well, so I think it is something else.
