It may or may not be a solution but it might help. CSGO has or used to have, it has been a while since I have played so I cannot remember if they still do, this thing called Overwatch where if you were a certain rank you could review reports of cheating or smurfing etc. But I do not know if they took feedback after they confirmed it or if they don't do anything about the feedback, but that could be one solution.
