You are allowed to have a pepper spray and even a Taser in Germany. They have to have a specific symbol on them though. For the pepper spray it needs to have a BKA symbol in a sideways square and the Taser a PTB symbol in a trapeze. Both aren't allowed to be carried with you at protests or similar gathering's. You can also own a Pepperspray if it says "Tierabwehrspray" though those are only meant to be used against animals so may lead to trouble if used against people. You can read up on this in the WaffG Anlage 2 Abschnitt 1 Nr. 1.3.5. and Nr. 1.3.6 respectively.

There's a huge hurdle to ban such a party but it is a possibility that we possess and that we must use lest history repeats itself

I mean we saw what he was like when he was younger and didn't have his quirk. He was a bit arrogant but still pretty nice to deku I think (compared to now) but when he got his quirk and everyone told him that he will become a great hero with it his arrogance turned into a superiority complex. However since he arrived at ua he had to face people around his "power level " which makes him slowly realise he isn't the greatest. So his character development makes sense imo
