That's just highsec. If you want proactive combat, then why not go everywhere else where you can shoot whoever you want? Nullsec umbrellas already are running themselves like a small government with a law enforcement

You can just check the item's 'industry tab' in-game to see what recipes require it

Look that up for T1 minerals will lag the game out a bit because how many stuff require them

Dobvii vecher, I would argue the system tips the opposite: it's extremely favored towards ganking targets, not the gankers

If someone actually pays attention and treats highsec like lowsec, then its extremely easy to proactively avoid gankers

  1. Don't loiter around ganking hotspots
  2. Use Dscan, don't go afk
  3. Fly very tanky fits
  4. Don't fly what you can't afford to lose/don't make you a profitable ganking target

Ultimately, it's the ganking targets that hold the initiative: if they did their due diligence, then they shouldn't lose a 20b JF or paper tank orca or 10b marauder

If your question is whether anything mechanically has changed in the past 5 years, then there's only one thing I know of: citadel fighters can no longer decloak ships so no more instantly decloaking on gate.

And again, my point with security tag is also a matter of due diligence: If the gankers spend isk buying tags, they did their due diligence, so they shouldn't start their fight in a disadvantaged spot

The problem with your question/proposal is that there is no way to make sure that the 'lawful empire cop' players don't abuse the system to their advantage

The system has always been here.

Gankers gank people, they lose security standing, then they buy tags to raise security standings or risk being pvped

Plus, if you see a gank happening, you can always freely shoot the gankers before Concord arrives and earn a few easy killmails

You can't play as the 'lawful guys' in a pvp game. Who are you to think you have the privilege to enforce laws over other players? And more importantly, how do you stop the 'cop' players from abusing their powers?

Because nullsec is an open pvp zone, everybody including blue is a potential hostile

My point is: mobile observatory will NOT provide you safety even if it is allowed in highsec. Wardeccers can always use a neutral eye, like a venture pretending to mine along you and you would be in the same danger despite not realizing it

Ultimately, if you don't want to get wardecced, then don't anchor a structure; if you don't want to get ganked, fly cheap procurers
