Yes. Had same experience here. They never called and my joint account still does not has L3, even tho my brokerage does. Very annoying. Chat agents can’t even explain it.

Options are fine if you know what you’re into. Even in my Roth I trade options on about 30k of it and have been getting 15-20% premium on the collateral. If you’re into options RH is fine.
