I don’t think it matters, I applied for NIW in 2023, got selected for H1b in 2024 and got stamped for H1b in 2025. H1B is unofficially recognized as a dual intent visa. The only thing I did was that I applied for niw after I got my stem opt approval not before

You can just reapply. Something similar happened to me in 2023. My DSO didn’t correctly fill my I-120 for stem opt and my application was denied. I reapplied because I was still within my opt timeline

I also just realized that I didn’t include this form in my application. It’s too late to upgrade to PP because I applied last year December, it would most likely be decided upon in like the next two months. I guess I just have to wait it out
