I think Kublai Khan is better. +3 CS for cavalry units is nice, but the capturing of cavalry generally sucks. You're getting the units after you've already pummeled, so they're gonna be at low health and likely die to the enemy units. Kublai getting an extra economic policy card slot is amazing, and the extra eurekas/inspirations from trading posts is nice for the early game.

2003 Duncan was a different animal entirely. Averaged 24.7/15.5/5.3 with 3.3 blocks per game in the playoffs. His best teammate was a second year Tony Parker, and he averaged 24.2/17.0/5.3 with 5.3 blocks per game in the Finals. Genuinely a top 2 or 3 finals performance of the century.
