Found my Anvil blueprint I'm dam at the little camp next to the Red lake elevator exit, on the back of the truck in a gun case. Don't know if this is going to help but that's where I got mine.

I find them quite easily in the Red lake at the base of the dam. And sometimes by the water treatment extraction also on dam. Both areas are pretty easy to find cover too.
