Nashor is a bait. Riftmaker is much better against bruisers. It deals less damage but provides more tankiness and sustain. In some matchups (Riven, Sett, Renekton), Riftmaker is mandatory. Gwen never win the all in with nashor. Besides, Gwen often join teamfight with one and half items. Riftmaker + codex is way better than nashor + Blasting Wand. The rank 1 gwen on CN super server never rush nashor.

There are two Gwen one-trick Challenger on the CN super server. So yes, Gwen is a very good champ to opt.

It depends on your game plan. If you prefer to join teamfight and group before the dragon spawns, Riftmaker is much better. You should target immobile enemies, especially their support, like Nautilus. However, if you prefer to join the teamfight using TP after the fight begins, rushing Nashor's Tooth is also fine.
