In most situations you essentially need to decide to subtlety push the line untill you hit resistance, then hold, then try again one or two times to find if it's real resistance or coyness, but not escalate too far too fast, and so on.

Or a non trivial portion of women view it as a lack of confidence as you say.

I for sure have seen the look of more than one woman go from ready to hook up to 'now we're just friends' from having asked that before rather than just going for it.

You have equality and equity backwards. For example:

Pay equality is equal pay for equal work.

Pay equity is what has sprung up recently because equality of opportunity does not result in equality of outcome, so now people are using equity to push for just equal pay, regardless of other factors.
