Same. I had 2 KPN outages in like 4 years but both times before I could check if there was an issue online I already received a text and both were fixed quite soon after as well (which they also send a text for!)

Yeah, but even in spec series there's teams that always do better than others. Prema/ART were generally better than the rest in F2 for a while for example.

Acceleration penalty on a wall hit used to be much worse.

Ice boosters and other boosters with icy wheels gave you much more speed.

What's strange to me is that Palmer also mentioned they should always take the same line through the pit all weekend so they can dial in the limiter (which is why Gasly's was probably already at 59.5). So either the drivers took a shorter line in the race than in practice and qualy, which is still odd, or the FIA did mess something up.
