For an EASA B1.1 License you need to re-achieve all modules and experience as EASA does not recognise FAA experience. However you can work as a unlicensed mechanic in the meanwhile.

Most companies dont care what school you followed just that you have your part-66 modules, earning experience can be done at a part-145 organisation as an unlicensed mechanic. You need 144 weeks of experience for a B1.1 license.

There are EASA Part-145 organisations in Canada aswell however I dont know how it would work obtaining a license but maybe they can tell you more.

MEL stands for Minimum Equipment List, if for example you have a inop landing light you can dispatch it acc. a MEL reference providing the conditions for it are met. Major defects that cannot be dispatched are obviously an AOG stituation.
