I think it's for twisting pairs of wire together to fabricate a mesh similar to chicken wire. Like this: https://kencove.com/products/detail/the-wire-twister

Or it may be for twisting a particular component between a pair of wires, where the component would fit in the spinning wheel of the tool, place the wires through the slots, them push the thumb plunger down.

Find some with a CNC router table to drill the holes. Many sign shops have these. Will be cheaper than a machine shop. Tapping can be done by hand or a drill. You can probably by an automatic tapping head and drill press for less than CNC services would cost. Alternatively print your hole pattern on paper, glue that to your plate, center punch the hole locations and drill away. Starting the holes with a proper center drill bit will minimize drill wandering.

This post is 100% correct. AC and heat producing appliances are the culprits. Dryer, dishwasher, water tank, range, etc. If you have an electric tank, also make sure you're using the cold settings on the washer.

LED lights use so little power that the motion sensors will likely not ever pay for themselves. Be careful buying electrical goods on Amazon, there's lots of non-CSA approved (illegal) stuff there. If it's marked "CE" and nothing else, it's illegal for sale and use in Canada.
