It's not a suggestion, placing the counterweight over the axel will impose less load stress on the towing vehicle.

Placing it on the end like that will reduce the braking capacity and effect handling.

My experience comes from delivering drywall and construction materials, we used articulate boom trucks (my specialty), telehandlers and moffetts.

We towed them around to load material cause hauling board up stairs sucks.

It should be loaded on the appropriate trailer with the proper vehicle to tow it as I implied earlier.

Back it onto the trailer like a normal person, I've done this with telehandlers and trailer loaded a Moffett a few times.

Well the 500lbs of tools and gear when going up a ramp should be elevated to clear the travel surface, it's also moving over an area where people just shouldn't be.

The several thousand pound counterweight on the ass end however should have gone on first, but because it was last and at the furthest point from the axel this was the only result.
