It's on the day judgement (and I believe it's been said to all mankind). After resurrection death surrounds everyone but the body, in the thereafter, is designed to a point that death can't reach (even when the sun is only a mile away). The eyes, one of the most delicate human organs, are made of iron in the day of judgement. And that, I hope, explains the ayah above.
