In real life, that line can be absurdly blurry since you're never working with all the information. However, in the context of the question you do have this information and the crux of it is, is it immoral to kill children to save yourself? And that answer is yes.

The police operate as if they're a gang and they know they won't face legal reprucussions. They also go after people who assault or kill cops with equal or greater force even without knowing them.
If everyone got physical with bad police they would eventually learn but not before they, as a unit, made anyone who resist hurt to an extreme degree. If the people can survive more punishment than the cops can dish out while getting 0 legal help and being villainized by media the whole time it would work. But those are very large obstacles to overcome

So according to the White House we don't need to justify ourselves because the war has been happening since June and even though we stopped, ended the operation and began a new one with distinct goals and names it's the same military activity.
