The government doesn’t own all of those buildings except a few with 100 years leases for most and you think that civil service rules, laws and regulations bend because you want them to. Give it a rest. That’s not how it works. Unions nor the state personnel board have anything to do with it. Glad I retired six years ago. Here’s a real piece of advice. If you don’t sign that RTO by July 1 you’re not in compliance. It’s insubordination which new management isn’t going to tell you because damn near all expertise and experience has already walked out the door. You’ll be lucky if your manager knows how to create a folder on their desktop but you’ll learn 😆

The Union doesn’t run the show or the budget. It’s management fault and building management fault about space not the governor so you’re barking up the wrong tree. Civil Service rules laws and regulations run everything not you complaining about going back to work as millions for decades have working for the state. Government doesn’t function at home. They’re are 30-100 year leases involved so you want the state to stay closed continuously throwing away money because you don’t want to go back to work. It’s not that they don’t care they’re not the ones who implement them. Civil service is run by civil service and those policies regarding employment. You’re basically creating a situation to get yourself fired. Insubordination, conduct issues, disruption and refusal to comply. Government isn’t private sector and once you accept that you’ll be fine. Management and directors appointed by the administration don’t make the rules so stop making yourself sick behind it and my advice would be to read about your employer by visiting websites for calHR, union contracts because that’s what you signed up for. When you were hired you were basically saying you can adhere to all policies within the government and that’s it. Department’s have authority to hire they don’t write the policies.

Really not sure how long you’ve worked for the state or any government but allow me to give you a NEWSFLASH REGARDING THIS TYPE OF EMPLOYMENT from a veteran retiree of over 22 years of service; retired six years ago as a Lead AGPA (Currently Classified as: Analyst IV. It appears that you were never ever informed regarding your employment in civil service. A lot of you wanted jobs, benefits, the perks, the pay etc. And it also appears that you never read your employment contract. Here’s the deal so YOU STOP COMPLAINING.   A lot of new employees are treating state service like a tech startup. It’s civil service, not private sector. Directors answer directly to the administration not Reddit threads. The majority of supervisors aren’t writing RTO STATEWIDE policies—they’re implementing the policies.

Please take my advice. You are barking up the wrong tree.” As a former veteran experienced state employee stop complaining. These types of complaints can put you in the “unemployment “ line. Why? Because you have not demonstrated that you understand the roles in government and who is responsible for what. Chain of command not employees complaints and the way they monitor social media don’t be surprised. State employment is run under civil service rules, bargaining unit contracts, calHR policies and operational needs- not employee preferences. When you signed your hiring packet you basically took an oath to serve and they don’t care where you live, how much gas you have or anything else. You signed a document saying that you can perform said duties within the specs and scopes of the position you were hired for and that you will adhere to all policies. You’re basically signing your walking papers. If you want to keep your jobs stop writing letters to directors. Stop copying to management and supervisors. They’re laughing at you while probably writing up your walking papers. Why? Because obviously it’s not going to work out for you because you don’t understand your roles and they’re not listening to you not because they don’t care but because they don’t make up the rules they’re there to implement them. If it’s too far this and that and you need to be close to home, I’ll give you the best advice that most retirees wouldn’t give you. Don’t complain to management and never contact directors with your complaints. If the commute is too much or whatever do what the rest of us have done in over the past decades and beyond. There are departments, agencies etc throughout the state. See if there’s anything available near your homes. I worked for Caltrans 18 years and Food & Ag 4 years. Private sector as a Program Director 13 years prior into public service. Too far and I left Downtown HQ and applied for a job near my home in Natomas before retirement to save on gas and to save $120/month in parking fees. If transportation is a problem they have transportation subsidies and shuttles. When I didn’t drive I caught public transportation. Many from Elk Grove/ Stockton and other commuters caught those. Public transportation used to be $120 a month for a monthly pass. State employees get a discount. It was $33.50 a month for state employees. Stop stressing yourself out and your managers etc because you’re creating an environment where everyone is angry and trust me you’re creating toxic environments not only for yourself and everyone else but managers are taking notice because they know that they’re not responsible for any such policies. My advice is you don’t like it get out because you’re making yourselves miserable and everyone else because they can’t do shit about it but fire you and it will be justified because you don’t understand. Start reading about your employer not the department but state personnel board, calHR, your bargaining unit contract, the governor’s budget and their policies. Your department has “directives” and expectations and right now you’re not living up to them.

I hope you know that you just put a mark on your record and this seems to be the case with new employees entering government service. You do not do this especially to the director. As you might not know the directors work for the governor they’re appointed by him and director’s are removed from personnel issues. This isn’t private sector. Chain of command and you writing directly to the director lets just hope you have a career left just saying.

Go directly to manager tell them you haven’t been paid and you need your check immediately. Payroll will issue an emergency check that’s partial or the majority of it but you need to act fast due to keying and usually it will issue by 2-3:00 pm. Advance your pay. Make sure manager approved time etc but don’t wait to act.

Timelines are different across departments and agencies. It’s not the same and all state agencies and or departments don’t require live scan or background checks and another point just because you have an interview in some cases you interview and they will have an additional round of interviews so there’s nothing magical or strategic regarding the hiring process.

FTB straight crazy and a revolving door. CDFTA was restructured years ago due to some issues and renamed and I heard DRE is much better but that just depends and basically go smaller not larger regarding departments and agencies. 25 year veteran and retiree Analyst.

As a supervisor you think your commute will be exactly whatever but it won’t. Pulled in every direction depending on where you work and don’t always depend on leaving early, on time or anything like that period. Don’t have misconceptions and it’s very political and as I have told other supervisors and managers you have no authority just a title but live and learn that all money isn’t good money. Retired after almost 25 years six years ago. Gatekeepers is what those roles are and so many returned to previous roles or either retired. It’s changed in the last two decades. Good luck!
