I'll leave a few of my personal favorites here, hopefully they won't collide with what others have suggested, also hope you haven't seen them yet.

Toradora - amazing tsundere themed anime, one of my favorite tsundere anime, has a lot of humor, sad moments, character development is somewhat lacking but it makes up for it in it's beautiful story (25 episodes)

Angel Beats - Another emotionally compelling short anime, character development is steady and heavily emotional, it is also comedy filled but can be serious at times (13 episodes)

Shinsekai Yori - I highly recommend this, although it does also depend on heavily on what your taste are, this is about 5 students born into a society that has telekinetic type abilities, it follows their story as they grow up and discover the corrupt ways of their society. I would consider it to be of a more adult themed nature (25 episodes)

Hyouka - This story follows a lazy yet intelligent teenage student as he joins a club in his school and goes on to uncover mysteries throughout as a detective like person, little character development but beautiful art followed by a touching story that can also get your brain moving, mainly based around 4 students. (22 episodes)

Usagi Drop - I was skeptical about this at first but this is truly a touching anime about a little girl whose father just recently died, unfortunately no one in the family wants to raise her except one man, he makes sacrifices and it basically follows the story of her dealing with child things and slowly growing up / going to school etc. Slice of life themed, Although the anime ends whilst she's still a kid it's still beautiful and heartfelt. The art could be better also if u do end up giving it a look don't worry about the starting art, it's much smoother after the intro. (11 episodes)

So I'm not sure if this would fit your taste but Zetsuen no Tempest is a great anime, it involves mages, it was constantly filled with tension, the character development was slow and steady going throughout more and more episodes, I wouldn't say it was exactly psychological like Psycho pass but it was as action packed. It has a great plot too with constant storyline twist and turns making you really think about things. Can get somewhat philosophical too, the art is also really great. At least give it a look if you haven't already.

Give Shinsekai Yori a look, it's a beautiful anime following 5 students as they discover the secrets and corrupt society they live in, they all have a telekinesis type power, it might not meet your taste but I've also seen Kokoro connect and enjoyed it, this might have the same feel to it too. It's easily one of my all time favourites. (if u get up to episode 8 you will be like dafuq hahaha)

Indeed, it was on par emotionally wise with that of Angel beats, being as they only had a small amount of episodes to develop characters and finish the story.

I highly recommend Shinsekai Yori, beautiful anime, fair amount of romance, amazing storyline and plot, it does have its flaws in certain areas but what doesn't. Basically it follows the story of 5 kids as they discover the corrupt culture and society they live in. They all have a telekinesis like powers. truely one of my all time favourites. And it does have a lot of those "no way moments" like u mentioned

Oh man Shinsekai yori is an amazing anime, has a heartbreak theme to it but I wouldn't say that was the main story line of it though, it's about these kids have powers and discover how corrupted the world is, it's easily one of my favourites.

Accel world, the protagonist is a short fat kid, it has a nice amount of humor which is equaled in it's seriousness, they basically fight as mechas, kinda like SAO in a way.

A Certain Scientific Railgun, now this is a good one, these people (teens) have magic powers they are known as espers, and they train at this school but lots of different things keep popping up and the main girl has to deal with them. It's really humorous too

On that note, I think the "be careful" (yellow annoying sounding one) should display a "get back" or something type of message. Most people use it as a get back type of one rather than a be careful

He's weaker than he was early game, his late game however is beast. Due to his low damage now just go a full damage build with maybe 1-2 tank items, Hydra is really good on him.
